CLAY TOWNSHIP
June 25, 2007

OPENING OF MEETING
Greg Buthker opened the meeting at
7:00 p.m.
II.
ATTENDANCE
Members Present: Sheila
Bushong, Greg Buthker, Tom Walker, Brad Limbert Rob Hill, Larry Sack,
and Bill Watt, Zoning Administrator.
Guests Present:
Rich Barksdale, Sharron Watt
III.
APPROVAL OF MINUTES
Brad Limbert moved to accept the
January 22, 2007 minutes as read, second by Tom Walker, roll call, all
yes, MOTION CARRIED.
IV. NEW
BUSINESS
Bill Watt discussed the
groundbreaking for Payless Shoe Source, last Thursday, in Brookville.
Mr. Watt displayed a photograph of the future building, and stated it
would be a 600,000 square foot building, covering about 50 acres, and
the 300 employees would be hired through the Montgomery County Job
Center. Mr. Watt stated that the Management people were all very
friendly and hoped all goes well for Brookville on this development.
VI.
SEWER & WATER
Bill Watt stated that Randy
Gilbert, the Chief Engineer at Montgomery County Sanitation, has shown
us maps showing the main sewer trunk. The main trunk will come off of
the Kimmel area up Wastler and be stub off at RT40. A spin off of the
main line is planned for the area in Jack’s Lane.
Mr. Watt stated that phase one
would go through some residential properties, to Jacks Lane, and phase
two, up past the bowling alley. Mr. Watt stated that two people,
who live in Clayton, on the main trunk have not signed easement rights,
but it’s up to thecounty to handle that with the courts. Mr. Watt stated
the work wouldn’t start until 100 percent of the easements are signed.
VII. JEDD UPDATE
Bill Watt stated he and Jim
Percival have done a lot of work by visiting businesses for the JEDD. He
stated 24 businesses on 70 ½ acres are giving a positive response. He
stated that they understood, that their employees are
already paying an income tax, only now, 1 ½ percent would be redirected
into the area where they work. That tax percentage would be divided
between the JEDD Board, the City of Clayton, and Clay Township.
Mr. Watt stated that there are some
things that have to be available 30 days prior to the public hearing;
such as the Business Petition’s; the Economic Development Plan; JEDD map
and a copy of the Contract. He stated that they were projecting to have
the advertising published in July and the hearing in August or
September.
VIII. ODOT
MEETING
Bill Watt stated there was a
meeting today with Matt Parrill, with ODOT, District 7, on I-70
projects. There was discussion on future proposals for resurfacing of
portions of I-70 and bridge replacements. Mr. Watt stated he had
requested a full study of all ramps, and was putting that request in
writing, for a full review of the I.M.S., (Interchange Modification
Step). He stated, hopefully this would increase capacity and safety on
the ramps.
Bill Watt stated there would be a
public hearing IN New Lebanon, tomorrow night. Mr. Watt stated there
would be maps and information on about 30 projects in Western Montgomery
County. The project concerning Clay Township is the interchange at RT49
and I-70.
The Board had discussion on
sexually oriented businesses, and Bill Watt stated that hopefully the
Township would be ready by fall to enact any changes. Attorney Chambers
is helping with this planning and proposed changes to our Zoning text.

meeting at 8:34 p.m., seconded by Rob Hill, MOTION CARRIED
unanimously.
