CALL TO ORDER

Joe Tuss called the meeting to order at 12:33 PM.  Present were Joe Tuss, Norman Kniess, Charles Menker, and Malcolm Treon.   Motion by Kniess, second by Menker to excuse Brian Elkins.  Approved unanimously. 

CLERK’S REPORT

Tuss moved to approve the minutes of the June 6, 2008 JEDD Board Meeting.  Motion by Menker, second by Kniess to approve the minutes.  Approved unanimously. 

TREASURER REPORT

Tuss advised the JEDD must submit their 2009 budget before September 30, 2008.  The Board has agreed to move the October 3, 2008 meeting forward to September 26, 2008, enabling the budget to be passed at that meeting.   The Balance Sheet dated July 31, 2008 was reviewed.  Motion by Treon to accept, second by Kniess.  Approved unanimously. 

OLD BUSINESS

Tuss advised the Board has received a communication from the State regarding their Job Ready Site (JRS) application.  There are six areas within the application the State is requesting more information or clarification.  Tuss will review the requests and respond to the State. 

NEW BUSINESS

Gwen Eberly presented a proposal by Gem Public Sector Services – LJB, Inc.  The proposal is to prepare a Development Feasibility Study for a 300 acres, more or less mixed use, commerce park development in the JEDD.   At this time the proposal is for review only, no action at this time.  Tuss requested board members review the proposal and respond to him by next week with comments.    

GENERAL DISCUSSION

Bill Watts stated he has met with 17 businesses and property owners, and has received positive feedback.  He indicated some businesses are expanding or looking for additional property for future expansion.   Menker stated he received a call from a business owner concerned that not all businesses are in the JEDD.  Tuss stated that at numerous meetings property owners and businesses were advised they did not have to join the JEDD, but with the understanding they would not receive any benefits of the JEDD.    The next JEDD Board Meeting is scheduled for Friday, September 26, 2008 at 1:00 pm. 

ADJOURNMENT

Treon moved to adjourn, second by Kniess.  Approved unanimously.  Meeting adjourned at 1:34 PM.
