CALL TO ORDER

Joe Tuss called the meeting to order at 1:00 PM.  Present were Joe Tuss, Norman Kniess, and Charles Menker.  Malcolm Treon was absent.  Motion by Kniess to excuse Malcolm Treon due to business, second by Menker.  Approved unanimously.   

CLERK’S REPORT

Menker made a motion to approve the minutes of the February 1, 2008 JEDD Board Meeting,  second by Kniess.  Approved unanimously. 

APPOINTMENT OF SECRETARY/TREASURER

Joe Tuss stated that Jim Percival left the City of Clayton, accepting the position of City Manager with Xenia.  Clayton’s City Council appointed Brian Elkins as the City’s representative on the JEDD Board.   Motion was made by Menker to accept Brian Elkins as Clayton’s representative and for him to hold the position of Secretary/Treasurer for the JEDD Board, second by Kniess.  Approved unanimously. 

OLD BUSINESS

At the February 1, 2008 meeting the Board agreed to accept an insurance policy from Brower Insurance.  Since that meeting no contract had been signed, nor had any payment been made.  Since that meeting a second policy was presented to the Board by Woolf Insurance.  Kevin Schweitzer carefully reviewed both policies.   Schweitzer stated the policy from Woolf Insurance is comparable to Brower’s and costs $1,100 less.  After discussion it was recommended that the Board accept the policy from Woolf Insurance.   

NEW BUSINESS

Resolution No. 08-06, A Resolution Providing for the Payment of Certain Expenses in Connection With the Formation and Operation of the Clay Township-City of Clayton Joint Economic Development District.  The Resolution authorizes reimbursement to Clay Township for JEDD formation expenses, publication fees for meeting notices, and payment to Woolf Insurance for insurance and Treasurer Bond premiums.  Motion was made by Menker to accept Resolution No. 08-06, second by Kniess.  Approved unanimously. 

DISCUSSION OF DEVELOPMENT PLAN AND OHIO JOB READY SITES PROGRAM

Tuss presented information on the Ohio Job Ready Sites Program.  He stated the program’s application would be a good exercise for the JEDD.  The exercise will help determine what the JEDD Board has completed, and what still needs to be done.  Once the application is finalized it will be a good foundation for applying for development funds, prioritizing projects, and making application for various projects.  Tuss’ office will begin reviewing the application template, and hopes to present something to the board in the next 60 days. 

GENERAL DISCUSSION

Bill Watts stated a JEDD member is planning on expanding and adding jobs.  He also stated that JEDD applications are in the hands of two new people.  The EDGE Bus Tour will be in two weeks.  A question was raised, where would you send mail to the JEDD Board?  After discussion it was determined that all correspondence would be sent to the City of Clayton.  The mailing address is:

The next JEDD Board Meeting is scheduled for Friday, May 2nd at 1:00 PM at the Clay Township Offices. 

ADJOURNMENT
